INTRODUCTION

This is the publication scheme drawn up under Section 19 of the Freedom of Information Act 2000 covering the Office of Manpower Economics and the Pay Review Bodies and the Police Boards  (referred to hereafter as review bodies). The purpose of this publication scheme is to set out:

  • Classes of information these bodies commit to publish as a matter of course.
  • How this information will be published.
  • Whether the information is available free of charge or on payment.

You should bear in mind that organisations which submit evidence to the review bodies, eg Government Departments, Trades Unions, Local Authorities may publish their evidence on their respective websites. OME and the review bodies do not publish this on this website and enquiries on evidence submitted by other organisations should be referred directly to the submitting organisation.

Though the OME and the review bodies are independent of Government, the majority of OME staff are civil servants in the Department for Business Enterprise & Regulatory Reform. BERR is responsible for the OME estate. Issues concerning OME "pay and rations" eg Human Resources, IT, Health and Safety should be directed to the BERR.

There is no commitment to publish information held by OME and the review bodies for more than 3 years. 

If you do not have computer printing facilities, OME will take screen prints of any pages you wish to have copies of, and send these to you at no charge. This does not, however, extend to publications, which are published by The Stationery Office.

QUALIFIED PERSONS

Under Section 36 of the FOI Act, the "qualified person" for OME and the review bodies is the Director and Head of Management Unit of OME.

FORMAT AND FOREIGN LANGUAGES

Our publication scheme is only available in this format. OME and the review bodies do not routinely publish any of their documents in languages other than English. In some instances, a Review Body report may also be printed in Welsh.

COMPLAINTS/APPEALS

Naturally we hope you do not need to complain about how we deal with a request for information. Purpose of the Office of Manpower Economics

The Office of Manpower Economics is an independent Body funded by the Department of Trade and Industry, which provides a Secretariat for the six Pay Review Bodies and the Police Negotiating and Police Advisory England & Wales Boards. The total annual paybill for the public sector employees covered is in excess of £58 billion. The independent Review Bodies advise the Prime Minister and a variety of Secretaries of State, on matters referred to them, primarily making annual recommendations about pay levels.

Purpose of the Armed Forces Pay Review Body

The Armed Forces' Pay Review Body is to provide independent advice to the Prime Minister and the Secretary of State for Defence on the remuneration and charges for members of the Naval, Military and Air Forces of the Crown.

Purpose of the Review Body on Doctors and Dentists Remuneration

The Review Body on Doctors' and Dentists' Remuneration was appointed in July 1971 and is independent. Its role is to make recommendations to the Prime Minister, the Secretary of State for Health, the Secretary of State for Scotland and the Secretary of State for Wales on the remuneration of doctors and dentists taking any part in the National Health Service.

PUBLICATION SCHEME FOR THE REVIEW BODY FOR NURSING AND OTHER HEALTH PROFESSIONS

Purpose of the Review Body for Nursing and Other Health Professions

The Review Body for Nurses' and Allied Health Professions (NAPRB) was set up in 1983 to advise the Government on the pay of NHS nursing staff, midwives, health visitors, and the professions allied to medicine (PAMs). It is an independent body made up of members from a variety of professional, academic and business backgrounds.

Following agreement on Agenda for Change, the new NHS pay system, the staff remit has been extended to cover all Allied Health Professions, healthcare scientists and other professional staff groups. To recognise this broader staff remit, the NAPRB has become the Review Body for Nursing and Other Health Professions (NOHPRB).

PUBLICATION SCHEME FOR THE PRISON SERVICE PAY REVIEW BODY

Purpose of the Prison Service Pay Review Body

The formation of the sixth and newest Pay Review Body, the PSPRB, was announced in February 2001. Similar to review bodies for other groups - such as the armed forces, doctors and dentists, school teachers - the PSPRB is made up of a number of individuals who have senior-level experience of handling pay and other matters, both in the private and public sectors. The Review Body is independent of Government, the Prison Service and the staff associations.

The task of the PSPRB is to provide independent advice on the remuneration of governing governors and operational managers, prison officers and support grades in the England and Wales Prison Service.

The Terms of Reference also make provision for the Review Body to provide advice on the remuneration of prison governors, prison officers, prison auxiliaries and night patrol officers in the Northern Ireland Prison Service.

The School Teachers' Review Body was established in September 1991 to examine and report on such matters relating to the statutory conditions of employment of schoolteachers in England and Wales as may from time to time be referred to it by the Secretary of State.

PUBLICATION SCHEME FOR THE SENIOR SALARIES REVIEW BODY

Purpose of the Senior Salaries Review Body

The Review Body on Top Salaries (TSRB) was appointed in May 1971 and renamed the Review Body on Senior Salaries (SSRB) in July 1993, with revised terms of reference. The terms of reference were revised again in 1998 as a consequence of the Government’s Comprehensive Spending Review and in 2001 to allow the devolved bodies direct access to the Review Body’s advice and in 2003 to reflect new EU anti-discrimination directives and the need to include local/regional factors in their considerations.

The Review Body on Senior Salaries provides independent advice to the Prime Minister, the Lord Chancellor and the Secretary of State for Defence on the remuneration of holders of judicial office; senior civil servants; senior officers of the armed forces; and other such public appointments as may from time to time be specified.

The Review Body also advises the Prime Minister from time to time on the pay and pensions of Members of Parliament and their allowances; on Peers’ allowances; and on the pay, pensions and allowances of Ministers and others whose pay is determined by the Ministerial and Other Salaries Act 1975. If asked to do so by the Presiding Officer and the First Minister of the Scottish Parliament jointly; or by the Speaker of the Northern Ireland Assembly; or by the Presiding Officer of the National Assembly for Wales; or by the Mayor of London and the Chair of the Greater London Assembly jointly; the Review Body also from time to time advises those bodies on the pay, pensions and allowances of their members and office holders.

PUBLICATION SCHEME FOR THE POLICE ADVISORY BOARD FOR ENGLAND AND WALES

Purpose of the Police Advisory Board for England and Wales

The Police Advisory Board for England and Wales (PABEW):

(i) advises the Home Secretary on general questions affecting the police in England and Wales, and

(ii) considers draft regulations which the Secretary of State proposes to make under section 50 or section 52 of the Police Act 1996 with respect to matters other than hours of duty, leave, pay and allowances, police clothing and equipment, and makes such representations as it thinks fit.

It may also consider any matter relating to non-negotiable conditions of service (as defined in sections 50 and 52 of the Police Act 1996 and excluding those matters listed in (ii) above), and any other matter affecting the police, which the Home Secretary has referred to it.

Purpose of the Police Negotiating Board

The Police Negotiating Board (PNB) was established by Act of Parliament in 1980 to negotiate the pay, allowances, hours of duty, leave and pensions of United Kingdom police officers and to make recommendations on these matters to the Home Secretary, Secretary of State for Northern Ireland, and Scottish Ministers.
